Environmental - CEQA/NEPA/SHPO Mitigations
RT Engineering & Associates has staff that are experts in the CEQA/NEPA process for construction projects. Whether for the ports, Caltrans, joint powers authorities, schools, etc. our environmental specialist can assist in development of the environmental documentation for air quality, traffic, noise & vibration, SWPPP, hazardous/contaminated materials, biological & cultural resources and indian monitoring requirements.
Utility Coordination
During the design phase, utility coordination is an important factor on transportation projects. To coordinate between the utility representatives, develop utility maps & utility matrix of the known utilities within the project limits. Obtaining and discovery of title rights and whether the utilities will be relocated under franchise agreements or prior rights by the utility owner. Working with the Agency to develop cooperative agreements & negotiation support, assist the utility company with schedule of dates for proper procurement and lead times for material.
Constructability Review & Value Engineering
RT Engineering & Associates will provide a comprehensive constructability analysis for features regarding early construction contracts, utilities,hazardous wastes, traffic detour, staging construction, access during construction as well as design elements. Due to our early participation in the project, we have envisioned that little or minimum changes will be required as a result of our constructability review. Tasks include review of plans, specifications, technical reports, resident engineers' files, and associated items in order to verify completeness of the contract documents. Crucial elements in the constructability analysis is the consistency between the pay item list and the payment clause specified in the specifications, quantity discrepancies, potential conflicts, constructability, bidability, and consistency between plans and specifications.
