Staff
Our construction managers are seasoned professional engineers who work side-by-side with project owners in the field to verify design integrity and safety compliance. We develop cost and schedule control systems to keep owners apprised of construction progress. We are also experts in the art of construction phasing and traffic mitigation to keep vehicles --and commerce--flowing safely while roadways and bridges are being constructed or rehabilitated.
In a representative role, we advise the client on pre-construction and construction-related aspects of projects such as site acquisition, planning, site preparations, design and construction. In order for clients to make informed decisions, we strive to provide them with comprehensive information during every stage of the project.
Trenching & Shoring, falsework Analysis and Sediment & Erosion Controls (QSP/QSD)
RTEA's construction engineers have the demonstrated ability to review and approve temporary shoring systems. In the past, our RTEA principal, Regina Talamantez, has been responsible for evaluating falsework and shoring systems submitted on various construction projects, whether it be for bridge construction, pipeline installation, railroad stability, junction structure installation, pump station construction and retaining wall construction. Using the Caltrans trenching and shoring manual as a reference in addition to using shoring software spreadsheets/program software.
SWPPP - Sediment & Erosion Controls (QSP/QSD)
In order to be in compliance with the new Construction Permit for the State of California, good sediment and erosion controls in addition to good housekeeping practices shall be addressed prior to construction, during construction and after construction. RTEA has certified QSPs and QSDs with CASQA and is rehearsed in best management practices and the implementation of REAP's and reporting process.
Our efficient construction management, resident engineering and inspection services, quality control, safety oversight, and contract administration minimized disruptions to ongoing plant operations and ensured the success of the project.
Utility Identification and Coordination. RTEA provides utility identification and coordination through the preliminary design, design and construction phases. Third party coordination and utility relocations are critical in the design and construction phases of the contract. Many delays can occur based on the lack of effective communication and coordination at an early stage in the project. We can mitigate and reduce associated risks to the project by providing the following services on the project:
Claims & Risk Management.
RTEA will first identify any claims and provide additional analysis for claims compliance. Conduct an assessment of potential magnitude of owner liability and exposure. Provide the client with a detailed claim analysis by conducting schedule/delay analysis, via time impact analysis in addition to providing a cost or damage assessment through means of a cost benefit analysis.
DRB Position Paper Reviews & Preparation
RTEA can generate position papers providing the client with recommendations on how to proceed with contractor claims and making an assessment if the claim has "merit" or "no merit" then provide a detailed analysis or stance with the owner's exposure at hand. If the client makes a decision to dispute the claim, then RTEA can assist the client through mediation, arbitration & litigation support to its general counsel.
Environmental Mitigation Montoring & Recording
RTEA’s unique collaborating partners have extensive knowledge of historic places of archaeological, architectural, and historical interests and the consideration of such places being considered in compliance with environmental and historic preservation laws. Utilizing such skilled expertise reduces outside excess consulting assessment time lessoning the negative impact on construction time. Such expertise lends itself to the ability to perform such an analyses, reducing review time of contractors at the same time minimizing client's design support costs.
They can review all of the most common types of environmental documents, including Cultural Resources sections of Environmental Impact Reports (EIR), Environmental Impact Statements (EIS), Section 106 compliance documents, and other documentation necessary under local, state, and federal regulations and guidelines. Cultural Resources documentation is frequently required under the California Environmental Quality Act (CEQA), Section 106 of the National Historic Preservation Act (NHPA), the National Environmental Policy Act (NEPA), the Native American Graves Protection and Repatriation Act (NAGPRA) as well as other statutes.
