Caltrans District 7 & 11 On Call Construction Engineering & Inspection Services

 

In support of the Railpros and Atkins teams, RT Engineering & Associates (RTEA) provides construction engineering & inspection support services in Los Angeles and Imperial Valley, CA respectively.  With our past Caltrans highway bridge experience with our primary key personnel, we serve well to support our fellow prime consultants with this type of work whether it be new construction, retrofit of existing roads and structures, or the demolition of bridges, walls, structures and roadway/ freeway realignments.

SANDAG San Elijo Double Track Bridge Replacement

RT Engineering & Associates provided office engineering services on the San Elijo Double Track Bridge Replacement Project for SANDAG in Solano Beach, CA.

 

 

SANDAG Encinitas coastal trail improvements

Encinitas Coastal Road Trail Project, located in Encinitas. The project includes bike and pedestrian trail on both sides of San Elijo Lagoon and construction of a bridge connector to Manchester Avenue.  Improvements to the existing Villa Cardiff and Mackinnon Avenue bridge, and enhancements to the bike and pedestrian trail on Santa Fe Drive and Encinitas Blvd., and North Coast Bike Trail on the San Elio segment will be elements of this project.  RTEA provided office engineering services on this project.

 

SANDAG poinsettia station improvements

RT Engineering provided office engineering support services with document control, coordination, meeting minutes, recordkeeping of material testing records, photos, RFIs, Submittals, change management on this construction management project for SANDAG.

 

SANDAG los penasquitos lagoon bridge replacement

 

RT Engineering provided office engineering and contract administration services on this project.  Duties included, scanning, filing, coordination, recordkeeping, contract administration, photo logs, RFIs, Submittals, change management, claim preparations on this project.

 

SANDAG east county bus maintenance facility

RTEA provides Storm Water Pollution Prevention Plan (SWPPP) Inspection services and recordkeeping for this project. Weekly inspections and development of inspection reports are required.  Coordination with the contractor on REAPs and action items derived from our inspections prior to, during and after a rain event.

Rail Grade Separation Experience & Passenger Rail Experience:

 

Our personnel carries experence with mass excavations and shoring systems, P/C PS girder bridge installations, railroad shoofly, track installation, communications installations, At grade crossing improvements, grade separations, track realignments, passenger rail train stations, passenger rail platform rennovations, traffic control, signal modifications, third party utility relocations, right-of-way acquisitions, third party coordination, UPRR/Metrolink/BNSF relations.  MWD, Walnut Valley Water District, Rowland Water District,LACSD, LACDPW, LACFCD.

 

                                                                                               

Metropolitan Water District - 36" diam. Orange County Mainline Feeder was relocated within our project scope of work.  We had the responsibility to manage, coordinate and inspect the 36" MWD               relocation.  We coordinated with MWD Management/Construction Team of Engineers for submittal reviews and approval process, final tie-in locations and witness our chlorination and pressure testing  procedures.

                                                  

Jack and Bore operation for 48" RGRCP pipeline

Walnut Valley Water District's abandoned line was Asbestos Pipe and we were required to handle, contain & dispose the hazardous material and closely worked with the Department of Toxic Substance with obtaining a EPA number and generating mani fest for disposal.  We were responsible to coordinate and inspect the installation of Walnut Valley Water District's 8" and 12" lines on this project.

 

Asbestos Abandoned Pipe Removals - Hazardous Containment & Disposal

 

 

Installation of traffic detour road, road closures, mass excavation with the end result of UPRR railroad tracks running on a higher elevation that the vehicular traffic. 

Track installation and installation of shoofly on LA Subdivision and Alhambra Subdivisions for the UPRR.  

                                                                                                                              

Traffic Control - staged construction.  At each phase of construction there were traffic control plans submitted to review, redline & approve. Traffic Control Plans were stamped by a licensed Engineer and all traffic control conformed with the MUTCD and the WATCH Manual for lane closures.

 

Utility Coordination. Coordination of 9 different utilities through the bridge in a 3 week period.  Having close relationships with the utility companies and effective planning/communication we were able to meet this project  constraint.

                                                                                                                               

Pump Station construction- dewatering & sheetpile shoring installation.

Coordination with multiple Los Angeles County Public Works Departments - Structural,Mechanical, Electrical and Operations & Maintenance with the pump station construction, testing for acceptance. Rowland Water District was required to construct a temporary bypass system and relocate a 12" water main  to keep service to local residents and businesses whilethe road was depressed in elevation.  All 9 utilities were required to jack n bore under tracks.

 

Caltrans Highway Bridge (Fwy) Interchange Projects

110/105 (Century Freeway) Interchange*

While employment with Caltrans, RTEA employee, Regina Talamantez, PE was responsible for the construction inspection and administration on various segments of the Century Freeway (I-105).  One of the most significant project is the I-105/I-110 Interchange.

As a Bridge Construction Engineer, Regina provided construction engineering services on multi-frame connectors (T-1/T- 1A, T-2, T-3A, C-7, C-6, C-3 Bridges/ Connectors).  Primarily, her responsibilities included analyzing falsework and temporary shoring submittals and inspection; her responsibilities included all of the superstructure inspection for these aforementioned connectors, including:   hinges, restrainer cables, pre-stress tie-downs, welding inspection, rebar coupler inspection.  All of these structures were designed as CIP/P/S Box girder bridges.  Regina supported inspection services on the transit station as well as the pump station.

The 105/110 Interchange - This Five level interchange consists of fourteen highway bridges, one railroad tunnel one pumping plant and a transit station.  This interchange was divided into two separate contracts and required complicated traffic control plans, close coordination with other agencies due to the heavy traffic at the 110 Freeway, local streets and the railroad.  Responsibilities included contract administration and inspection of three cast in place, prestressed concrete box girder bridges, one conventional reinforces bridge with the falsework spanning over the Southern Pacific railroad track and a ‘Green Line’ cast in place prestressed railroad bridge.

 CALTRANS I-5/405 Freeway Interchange (El Toro "Y")*

This interchange project is the widest interchange in the United States and is located at the 5/405 Interchange from South I-5 at El Toro Rd. to North I-5 at Alton Parkway and 405 Freeway at Irvine Center Drive.  This interchange is one of the busiest interchange in the nation with over 300,000 vehicles passing through each day.  At the completion of this project, HOV lanes with an HOV connector (+2,300’ long), a new Bake Parkway O.C. (113’ wide and over 600’ long), Bake Parkway Off-ramp Connector (+2,000’ long), Irvine Center Drive Off-ramp and the North Bound 5/405 Connector were added to this interchange.

Regina Talamantez while working for Caltrans OSC in District 12 served as Bridge Construction Engineer responsible for the inspection and construction management for many of the structures within this $58,000,000 construction project.  With this experience, Regina gained valuable experience with Caltrans and has readily transferred his experience to many highway bridge interchange projects thereafter.

Ms. Talamantez was also responsible for monitoring the Engineering Cost, reviewing and approving shop drawings, falsework designs, shoring designs and contractor submittals; initiated and processed contract change orders.  Coordinate Utility relocation/installation to avoid schedule conflicts; monitored the contractor CPM progress schedule/updates and handled contractor claim issues.  

Description of Project:

  • Stage Construction (6 stages)
  • Five multi spans multi frames cast in place, post tensioned concrete box girder bridges
  • Adjustable posts, steel pipe post and timber post falsework were used
  • 15’ high, 18’ wide and over 700’ long RCB extension for the construction of the new Bake Parkway IC
  •  Five cells RCB (6’ high and 5’ wide each) which was constructed in 6 stages, under I-5.
  • Twenty Retaining walls, Five sound walls, Two MSE walls (25’ high) and two tieback walls
  •  Retrofitting the existing NB 405/5 Connector structural steel girder bridge
  •  Project Coordination among Agencies

 

Caltrans 15/40 Freeway Interchange On Call Inspection &

Caltrans Dist 5 & 8 - Bridge Seismic Retrofit Services*

 

District 5 & District 8 - Seismic Retrofit Projects*(CM Fee $5M)

While employed with another firms, RTEA employee, Regina Talamantez, PE was responsible as an assistant structure representative supporting Caltrans with various inspection and contract administration for various projects in Districts 5 and 8, several over water ways and channels.

Elements of CM responsibilities include:

§  Complete and partial bridge demolition and new bridge construction

§  Construction over flowing water and confined air space

§  Lead-based paint removal, containment and disposal

§  Steel X-Bracing replacement, hinge and pipe restrainers

§  Jacking up the bridges under live traffic for bearing replacement

§  Column casings, abutment seat extensions and infill walls

§  Structural steel fabrication, welding, paining and bolting inspection

§  New foundation system, footing retrofit, driven CIDH/CISS piles

§  Falsework, temporary shoring & shop drawing review and approval

 

Staff Augmentation - I-15/I-40 Interchange

While employed with another firms, RTEA employee, Regina Talamantez, PE served Caltrans

District 8 as an assistant structure representative.  Her responsibilities included supporting

the Caltrans structure representative by analyzing the construction details and making recommendations and decisions on construction issues including CCO, progress payments,

CPM analysis and claims support.  Regina worked on the I-I5/ I-40 Interchange Project in

Barstow as an assistant structure representative was responsible for inspection of several

new bridge overcrossings, grade separations, retaining walls, slope paving, concrete barrier

rail, and sound wall construction also assisted with analyzing potential claims and assembling proposed client position papers on each potential claim.

Bridge Seismic Retrofit Projects

 

City of San Bernardino 10 Bridge Upgrade (Seismic Retrofit) Program*. Construction Management services for two (2) Prime Consultant contracts - 10 bridges  providing  quality control review of plans and specifications.  These services included bidablity and constructability review; providing final plans and specifications updates; preliminary environmental processing; right-of-way; and utility coordination. 

Under this contract there was six bridges crossing over waterways.  Coordination and compliance with special agencies were required.  During the preconstruction phase, we served our client with coordination and permits application from regional agencies, including Department of Fish and Game, San Bernardino Flood Control District , Water Quality Control Board, and Army Corps of Engineers.  ·  Santa Ana River Bridge (Bridge No. 54C-0015)  ·  Lytle Creek Bridge (Bridge No. 54C-0158)  ·  Twin Warm Creek Bridge (Bridge No. 54C—0538)  ·  Mill Street Bridge (Bridge No. 54C-0363)  ·  Central Avenue Bridge (Bridge No. 54C-0364)  ·  “G” Street Bridge (Bridge No. 54C—0539)

Under this contract there were four bridge structures crossing over various railroad tracks within the City of San Bernardino. Our services included coordination with Burlington Northern Santa Fe (BNSF), Union Pacific (UPRR), and Metrolink Railroads to ensure proper permits were acquired, insurance was in place, and safety was maintained.   ·  Waterman Overhead (Bridge No. 54C-0067)  ·  Mount Vernon Avenue Overhead (Bridge No. 54C-0076) Rialto Avenue Underpass No. 54C-0377)  ·  Rialto Avenue Overhead (Bridge No. 54C-0378).
