The Goods Movement improved our communities in the Los Angeles Basin by the reduction of air & noise pollution, creating safer communities and improved mobility by relieving traffic congestion. ACTA administered railroad depot & yard modifications, installated double track systems, grade separations and constructed a 10 mile trench structure from the ports to downtown LA. The increased railroad capacity allowed expedition of unloading the container ships, from off the coast to the trains, which reduced truck traffic on our freeways. In 1999 ACE Construction Authority was formed as a joint powers authority which continued with the Goods Movement by administering contracts thru the San Gabriel Valley with crossing improvements, grade separations and trench structures.
